Cultural Heritage

Intangible cultural heritage is intricately linked to life and dynamic traditions that communities recreate as part of their collective memory. The practice and transmission of these traditions demonstrate the human creativity behind how we feel, express, and celebrate our identity.

Therefore, we proudly highlight Law 891 of 2004, through which the Popayan International Music Festival is declared a Cultural Heritage of the Nation.

This law enables public institutions, civil organizations, and private entities to commit to safeguarding, documenting, researching, promoting, fostering, transmitting, and revitalizing the Popayan International Music Festival. The aim is to ensure its continuity over time as a point of reference for present and future generations’ cultural identity.

For this reason, we share the content of this regulation below:

PUBLIC AUTHORITY – LEGISLATIVE BRANCH
Declaring the Holy Week Processions and the Popayan International Music Festival as National Cultural Heritage, designating an urban property as a National Monument, granting recognition, and issuing other provisions.

The Congress of Colombia
DECREES:

ARTICLE 1. Declare the Holy Week Processions and the Popayan International Music Festival, the capital of the State of Cauca, as a national cultural heritage of Colombia.
ARTICLE 2. Declare a national monument and part of Colombia’s cultural heritage the property distinguished in the urban nomenclature of the city of Popayan, located at 4-51 Street 5. This property shall be exclusively designated for activities directly related to the Holy Week Processions of Popayan.
ARTICLE 3. Recognize, through the Permanent Board for Holy Week of Popayan, and with the prior opinion of the Ministry of Culture, the creators, managers, and promoters of the cultural traditions of the Holy Week Processions and the Popayan International Music Festival, granting them incentives as mentioned in Article 18 of Law 397 of 1997.
ARTICLE 4. As of the effective date of this law, the national, departmental (Cauca), and municipal administrations of Popayan are authorized to allocate budgetary appropriations in their respective annual budgets to fulfill the objectives set forth in this law.

The National Government is authorized to promote and seek support from co-financing funds and other public or private entities, national or international, to obtain additional or complementary financial resources beyond those authorized in the General Budget of the Nation for each fiscal year, for the purposes referred to in this law.
PARAGRAPH. The appropriations authorized within the General Budget of the Nation must be accompanied by investment programs and projects for their execution.
ARTICLE 5. This law shall come into effect upon its enactment.
